SLA Clock running outside of calendar settings

Description

Our JIRA default user time zone is set to (GMT-06:00) Chicago. We have set up a SLA calendar with Working Period 8:00 - 17:00. Today a ticket was created at 5:44 AM, but the Response clock started. We would not have expected the clock to start until 8:00 AM.
